Mr. Baxter is an educated man and space program director who worked in the field of space exploration. He is first seen in Destination Moon as the Director General of the Sprodj Atomic Research Centre and the moon exploration project. He later appears in the follow up Explorers on the Moon. Haddock asked Baxter to go to space in his place on the rocket but he kindly declined because he's assigned to be mission director for the rocket.
