Fred is an American Mounted Police officer stationed somewhere near Red Dog City in the midwest.

Fred and his partner suspected Tintin of having robbing the bank and arrested him.
The event happened after the real thief, Pedro Ramirez, changed shoes with Tintin while he slept. Fred, along with his partner, followed the footprints which later led them to arrest Tintin.
However, Tintin escapes, after the lychers come and ambush the police, capturing Tintin, who they think was Ramirez robbing the bank, as they prepare to lynch him.
