The unnamed Japanese is a member of the criminal organization Kih-Oskh Brotherhood. He is presumably arrested when he is knocked out by Tintin, having been tied up.
In the animated version, he was replaced to Allan Thompson who was included in 1955 revised version of the book Cigars of the Pharaoh.
